PCN deadlines for fleets: discount windows, charge certificates and recharges

By the Qinetic team · Updated October 2026

Most fleets don't overpay on parking tickets because they lose appeals. They overpay because the ticket sat on a dashboard, in a glovebox or in a group chat until the cheap window had closed. A PCN usually gets more expensive twice if nobody acts on it. Here's when, and how to stop it happening.

How a council PCN escalates

This applies to penalty charge notices issued by councils in England for parking, bus lanes and moving traffic offences. The notice itself always states the exact dates, so treat the summary below as a guide and the notice as the rule.

StageTypical timingWhat it costs
Discount window14 days for tickets put on the vehicle; often 21 days for camera tickets sent by postUsually 50% of the full charge
Full chargeUp to 28 daysThe full penalty
Notice to owner / charge certificateAfter 28 days without payment or challengeA charge certificate adds 50% to the full charge
Court order and enforcementIf the charge certificate isn't paid, usually within 14 daysRegistered as a debt; enforcement agents and their fees can follow

So a £70 ticket that would have cost £35 in the first fortnight can become £105 if it's ignored for a month, before any enforcement fees. Multiply that by a fleet of vans in city centres and it's real money.

Challenging without losing the discount

If you think a ticket is wrong, challenge it quickly and in writing. Many councils will hold or re-offer the discounted rate while they consider an early challenge, but not all do, and it isn't guaranteed once the discount window has passed. Keep photos of signs, bay markings and delivery paperwork showing why the van was there. A ticket you challenge on day 13 with evidence is in a much better position than one found on day 30.

Lease and hire vans add delay

Postal PCNs go to the registered keeper. If your vans are leased or hired, that's the leasing company, not you. They'll usually transfer liability to you or pay and recharge you, often with an admin fee, and by the time the notice reaches your office part of the discount window may already have gone. Ask your leasing company how quickly they forward notices, and make sure they have the right address and contact.

Private parking charges are different

Tickets from private car park operators, such as retail parks and supermarkets, are parking charges under a contract, not council penalties. They follow the operator's own process and appeals go through the operator and then an independent appeals service. They often offer an early-payment reduction too. Check the deadlines on the notice and log them the same way.

A simple process for courier fleets

  1. Log every ticket the day it's found. Drivers photograph it as soon as they see it. No glovebox, no waiting until the end of the week.
  2. Give it an owner and a date. One person decides whether to pay or challenge, with the discount deadline in front of them.
  3. Decide inside the discount window. Pay at the reduced rate or challenge with evidence. Don't let it drift.
  4. Record who was driving. Link the ticket to the driver and van at the time, especially with subcontractors and shared vans.
  5. Recharge only as your contract allows. If drivers are responsible for fines, deduct it openly on their self-bill with the ticket attached. See our guide on recharging PCNs to subcontractor drivers.

How Qinetic helps

Drivers log a ticket from the Qinetic app with a photo. It's attached to the driver and van, given an owner and a deadline, and appears in the daily email until someone deals with it. On Pro, FineWatch tracks the discount and payment deadlines and records whether each ticket was paid, challenged or recharged, and an agreed recharge can go straight onto the driver's self-bill with the evidence. See FineWatch.

Common questions

How long do you have to pay a PCN at the discounted rate?

Usually 14 days for a council PCN put on the vehicle, and often 21 days for camera PCNs sent by post. The notice states the exact date.

What happens if a PCN isn't paid within 28 days?

The council moves to the next stage. A charge certificate adds 50% to the full charge, and if that isn't paid it can be registered as a debt and passed to enforcement agents.

Can a courier firm pass a PCN on to a self-employed driver?

Often yes, if the driver's agreement says so and the recharge is applied fairly and openly. Our PCN recharge guide covers how.

This guide is general information about England and isn't legal advice; rules differ in Scotland, Wales and Northern Ireland, and between councils. Sources: GOV.UK: pay a parking fine and example council PCN timescales (Barking and Dagenham).
